Hawk's Bay has no management company and no residents' association, and the common areas — the roads and the green/garden areas — are Wicklow County Council's responsibility. So when a group of neighbours started planning a block party/picnic on the green in July 2026, one resident did the sensible thing and rang the council directly to check whether it needed any kind of permit. Here's what she found out, so the next person doesn't have to make the same calls from scratch.
Do you need a permit?
Wicklow County Council confirmed that no permit is required for a gathering on the estate's common green areas, as long as you're not blocking any public roads. For a picnic or block party that stays on the green/garden areas, that's it — no application, no fee, no paperwork.
If you're planning something bigger that would spill onto the road itself (closing it off for games, a bouncy castle set up on the tarmac, that sort of thing), that's a different situation from what was confirmed here — give the council a call yourself to check, since road closures typically involve their own process.
Loop in the Gardaí
The council's advice was to let the Gardaí know the event is happening, as a courtesy — it's not a legal requirement, just good practice for a gathering in a public/shared area.

A nice bonus: the station has a community Garda officer who may be free to come out on the day — bring the Garda car, show the kids the lights and sirens, and answer any questions. This isn't guaranteed and depends on rostering, so the way to check is to call the station on the morning of the event to ask if the community Garda is available.
Coordinating the event itself
With no residents' association running things centrally, organising is informal — typically a flyer and a sign-up spreadsheet (who's bringing what) shared in the neighbours' WhatsApp group. Worth also posting a copy of the flyer to the site's Noticeboard, so residents who aren't in the WhatsApp group don't miss out.
A few practical tips
- Keep the road clear. The no-permit confirmation applies specifically to the green/garden common areas — if cars, games or equipment end up on the road, check with the council first.
- Call the Garda station the morning of the event, not the week before, to find out if the community Garda officer is actually free that day.
- Post to the Noticeboard as well as WhatsApp so the invite reaches everyone, not just people already in the group chat.
- Give it a bit of lead time if you're planning something larger than a casual picnic — a courtesy call to the council and Gardaí a couple of weeks out, not the day before, is only polite.
