Once people settle into a new house, the same jobs come up: an extra socket behind the telly, a light in the attic, a socket in the garage, an outdoor socket for the pressure washer, a charger for the car. And because everyone is doing it at once, names get passed around — often someone found on a Facebook group who'll do it cash, same week, no fuss.
The work itself may well be grand. That isn't really the issue. The issue is the piece of paper. If nobody hands you a completion certificate at the end, you have no way of proving the work was ever done properly — and in a house as new as ours, that paper is tied to your HomeBond cover, your home insurance, and eventually your sale.
This article sets out what you're actually allowed to do yourself under Irish rules, what legally has to go to a registered electrician, and how to sort it out if you've already had work done and got nothing in writing.
A note on what follows: this is a plain-English summary of published rules from Safe Electric and the CRU, written by a neighbour, not a solicitor or an electrician. For your own house, your own policy documents and your own electrician are the last word.
The short version
Irish rules split domestic electrical work into two buckets:
- Restricted Electrical Works — new circuits, anything at the fuse board, and altering the installation in a "special location" such as a room with a bath or shower. These can only be done by a Registered Electrical Contractor (REC), and they must be certified. Doing them without being registered is a criminal offence.
- Minor Electrical Works — like-for-like swaps of accessories and fittings, and small additions to a circuit that's already there. These are named in the legislation and carved out of the restricted list, so they're not illegal for you to do.
The surprise for most people is where the line actually falls, so it's worth being precise about it.
What counts as Restricted Electrical Works
These are set out in law (S.I. No. 264 of 2013). In plain terms, a Registered Electrical Contractor is legally required for:
- A new electrical installation — a fixed installation that needs to be connected or reconnected to the ESB network. New builds, and anything that needs a fresh connection.
- Anything involving the distribution board (what most of us call the fuse board or consumer unit) — modifying it, replacing it, or touching the tails either side of the main protective device.
- Installing or replacing a circuit — including adding a new breaker/protective device to the board for it. This is the big one: a new circuit is restricted, no exceptions.
- Altering the installation in a "special location" — Chapter 7 of the National Rules covers these, and for a normal house that means a room containing a bath or shower. Note that it's the bath or shower that makes it special, not the word "bathroom": a downstairs WC with just a toilet and a washbasin isn't a special location. New or altered wiring in an ensuite or main bathroom — an electric shower, a new extractor fan, a shaver socket, a new light position — is restricted. Swapping an existing fitting is not; see below.
- Inspecting, testing, certifying or reporting on an existing installation. You cannot certify your own house, and neither can an unregistered person.
Someone who carries out restricted works without being registered is committing an offence under the Electricity Regulation Act 1999. On summary conviction that's a fine of up to €5,000 and/or six months; on indictment, up to €15,000 and/or three years. The CRU does actually prosecute people for this. Note that the offence attaches to the person doing the work — you're not the one in the dock for hiring them, but you are the one left with an uncertified installation.
What you're allowed to do yourself
This is where a lot of well-meant advice going around the estate is slightly off, so it's worth quoting the legislation itself rather than anyone's summary of it. Regulation 4(3) of S.I. 264 of 2013 lists what is not restricted, and that list includes Minor Electrical Works, namely:
- the replacement of an electrical accessory such as a light switch;
- the replacement or relocation of a light fitting where the existing circuit is retained;
- the provision of an additional socket to an existing radial circuit.
Yes — really. Adding a socket onto a circuit that already exists, or changing a light fitting, is minor works. The regulator's view was that these don't carry a significant enough safety risk to justify restricting them, so they sit outside both the Restricted and Controlled categories.
Two details in that wording do a lot of work. "Where the existing circuit is retained" is the condition on the light-fitting exemption — you're swapping what hangs on the existing wiring, not running a new supply to it. And this exclusion applies to the whole definition of restricted works, including the special-locations limb — so changing a light fitting doesn't become restricted just because the room has a bath in it.
But read the whole sentence. Minor works must still comply with the National Wiring Rules (I.S. 10101). "Not restricted" means "you won't be prosecuted for it" — it does not mean "any standard will do," and it does not mean the job is automatically covered by anything.
And the exemption is narrower than people assume. It stops applying the moment the job needs:
- a new circuit or a new breaker at the board — restricted;
- new or altered wiring in a room with a bath or shower — restricted, because it's a special location. Replacing a fitting there is still minor works; running cable to a new position isn't;
- an electric shower, EV charger, cooker point, immersion or heat pump connection — these are effectively always their own circuit, so restricted;
- anything that touches the fuse board — restricted.
So "I'm only adding a couple of sockets" is fine as a description of a spur off an existing ring. It is not a fair description of a run of new sockets in the garage fed off its own breaker — that's a new circuit, and it needs a registered electrician and a certificate.
If it's a bathroom light you're changing
This comes up a lot — the light or mirror unit over the washbasin. Legally you're fine to swap it yourself as long as the existing circuit stays as it is. But a room with a bath or shower has extra rules under the wiring standard, and the fitting you buy has to suit where it is in the room:
- The standard divides the room into zones measured from the bath or shower. Zone 2 reaches about 0.6 m beyond the edge of Zone 1, and anything in Zone 1 or Zone 2 needs a rating of at least IPX4 — meaning it's built to cope with splashing water.
- A mirror light over the basin in a decent-sized bathroom is often far enough away to be outside the zones. In a small ensuite it may well not be. Measure it rather than assuming.
- Buying a fitting sold as a bathroom fitting with a stated IP rating takes most of the guesswork out of this. A bare pendant or an ordinary bedroom fitting is the wrong thing to put in there.
- All circuits serving a room with a bath or shower need 30 mA RCD protection. In a house our age that will already be the case, but it's worth knowing why the board trips if something is wrong.
- Isolate at the fuse board, not at the wall switch, and check with a tester that it's dead before you touch anything.
- If the old fitting is earthed and the new one is double-insulated (no earth terminal), don't cut the earth wire off — leave it safely sleeved and terminated in the ceiling rose or box, so it's there for the next fitting.
If any of that means moving the fitting to a new spot, extending cable, or adding a switch, you've left minor works behind and you're into restricted territory. Get a registered electrician.

The certificate, and how to make sure you get one
By law, a Registered Electrical Contractor must issue a completion certificate for all electrical works other than minor works. For minor works they must certify if you ask — so ask.
For work in an existing house — extra circuits, additions, alterations — the one you want is Certificate No. 3. (Certificates No. 1 and No. 2 are for connecting a brand-new installation to the ESB network, which is what was issued when the estate was built.)
What should happen:
- You get the original white copy of the certificate, immediately after the work.
- A copy goes to Safe Electric, so it's on record independently of you.
- The post-connection tests are confirmed on the certificate. If that section is blank, the certificate isn't complete — say so.
- Only the contractor's named Qualified Certifier can sign it.
- If they spot a hazard elsewhere in the house, even outside the job you hired them for, they should issue a Notice of Potential Hazard along with the certificate.
If a registered contractor did the work and then won't give you the certificate, that's a complaint you can make to Safe Electric directly, and they'll investigate it.
The awkward truth about the Facebook-group route is simpler than any of this: an unregistered person cannot issue a completion certificate, because certification is itself restricted work. There's no version of that job that ends with valid paperwork.
Why the paperwork actually matters here
Four separate reasons, and they stack up.
1. Your HomeBond cover
Our houses come with HomeBond structural defects cover, and the mechanical and electrical element of that runs for five years — it covers damage arising from faulty design, workmanship or materials in the fixed electrical and mechanical services that came with the house.
The obvious risk is that uncertified work you brought in yourself muddies that. Policies of this kind generally don't cover damage arising from alterations made after handover, and if something goes wrong on a circuit an unregistered person has been at, you can reasonably expect the question "who did this work, and where's the certificate?" to be asked before anything is paid out.
I can't tell you exactly how your policy treats it, because the detail is in your own policy documents rather than on HomeBond's public pages. Dig out your policy booklet, and if you're unsure, ring HomeBond on 01 491 5000 and ask them straight. It's a five-minute call and it's worth making before you get work done, not after.
2. Your builder's 12-month warranty
Separate from HomeBond, the Durkan Home Owner Guide is blunt on this: if a homeowner — directly or through a tradesman — interferes with the mechanical or electrical equipment in the house, the 12-month maintenance warranty may be null and void. If you're still inside that first year, report faults to customer@hawksbay.ie rather than getting someone in yourself.
3. Your home insurance
Home insurance policies commonly require that the property is kept in good repair and that work on it meets statutory requirements. Uncertified electrical work is, on the face of it, work that didn't meet a statutory requirement — so if there's ever a fire or an electrical incident traced back to it, you're in an argument with your insurer that you'd very much rather not be having, with no paperwork to hand.
I'd treat this as a real risk rather than a certainty: it will come down to your specific policy wording and the specific circumstances. But it's an easy risk to just not take.
4. Selling the house
This one is the most predictable of the lot. Whenever you eventually sell, the buyer's solicitor will look for certification of works done to the house. Uncertified electrical alterations are a standard thing to get stuck on, and sorting it out under time pressure in the middle of a sale is the worst and most expensive moment to do it.
And if you're claiming a grant
Worth knowing if an EV charger is on the list: the SEAI home charger grant requires a Safe Electric registered contractor, and you have to produce a Certificate No. 3 and Test Record Sheet to get paid. No certificate, no €300.
Checking someone is actually registered
Anyone can say they're "RECI registered" — it costs nothing to say. There's an official register, and checking takes a minute:
- Find a Contractor — safeelectric.ie has a "Find a REC" search by area. This is the authoritative list.
- Ask for their registration number before the work, not after, and check it against the register rather than taking the number at face value.
- Ask directly: "will I get a Certificate No. 3 for this?" A registered contractor will say yes without blinking. Anyone who gets vague, tells you it isn't necessary for a small job, or offers a discount for skipping it, has answered your real question.
- Be wary of anyone describing themselves as registered who isn't — that's a separate offence in its own right, with penalties up to €50,000 under the Energy (Miscellaneous Provisions) Act 2006.
Neighbours' recommendations are genuinely useful for finding out who turns up on time and does tidy work — that's what the Electricians section of the Directory is for. Just use the register to check the qualification, and the neighbours to check the rest.
If you've already had uncertified work done
Don't panic, and don't rip anything out. There's a defined route back.
- Get a Periodic Inspection Report (PIR). A registered electrician inspects and tests the installation and reports on its actual condition. Note that a PIR is a report, not a completion certificate — it tells you where you stand, it doesn't retrospectively certify someone else's work.
- Read the ratings. The report grades what it finds from 1 to 4: requires urgent attention, requires improvement, requires some attention, and does not comply with the current rules. A rating 4 on its own doesn't necessarily mean the installation is unsafe — the rules have moved on over the years — but a rating 1 means act now.
- Have the remedial work done properly, by the same registered contractor or another one.
- Get the Certificate No. 3 for that remedial work. That's the paperwork that goes in the folder and eventually goes to the buyer's solicitor.
You'll also get a Test Record Sheet with the PIR, and a Notice of Potential Hazard if anything serious turns up. Keep all of it.
If you believe someone is doing restricted works in the estate without being registered, Safe Electric has a Report Illegal Electrical Works form on their site. That's a decision for each person to make themselves — but the option exists, and it's what the form is there for.
A few practical tips
- Bundle the small jobs. Most of the cost of getting an electrician out is getting them out. If you know you want a garage socket, an outdoor socket and a light in the attic eventually, one visit with one certificate beats three.
- Ask for the certificate as part of the quote, in writing, before work starts. It removes the conversation later, and it filters out the wrong people early.
- Start a house folder — paper or a folder in the cloud — with every certificate, PIR and test sheet in it. Add the heat pump and MEV service records from the yearly maintenance list while you're at it. Future-you, selling the house, will be very glad of it.
- Remember our walls are ICF. The outer walls are foam either side of poured concrete, with drywall on plastic webs — routing a new cable through them isn't the same job as in a block-and-plaster house. Mention it when you're getting a quote, and see Finding the Fixing Points in Your ICF Walls before you drill anything.
- Always check for concealed cables and pipes before drilling, even for a picture hook. The builder's guide is explicit about this for walls, floors and ceilings.
- Don't touch the fuse board. Not to add a breaker, not to swap one, not "just to have a look." It's restricted work, and it's the part of the house least forgiving of a mistake.
- If in doubt, it's a new circuit. That's the practical test. If the job needs anything new at the fuse board, you need a registered electrician and a certificate — and if you're not sure whether it does, that's exactly the question to put to one.
